Summary:
Designing studies that produce defensible statistical and qualitative evidence on basic evaluation questions: What is the severity, scope, and nature of the problem? How and how well are programs implemented to reduce the problem? What is the relative effectiveness of alternative programs: How and how well are programs implemented to reduce the problem? What is the cost/efffectiveness of alternatives? The relevant contexts include education, civil and criminal justice, health risks, mental health, and welfare.
