Jalpa A. Doshi, PhD

Jalpa A. Doshi, Ph.D. is clinically trained as a pharmacist, and received her M.S. and Ph.D. in pharmaceutical health services research at the University of Maryland, Baltimore.  Her expertise is in the areas of pharmaceutical health services research, health economics, and health policy.  Dr. Doshi’ s research interests involve economic and outcomes assessments of medication use and adherence in vulnerable patient populations such as the elderly, disabled, and chronically ill using observational as well as randomized trial data. She has extensive experience conducting evaluations using Medicare, Medicaid, VA, and commercial insurance datasets.

Her current research agenda seeks to examine the economic, clinical, and policy implications of prescription drug benefit designs, particularly under Medicaid and the new Medicare Part D benefit. She is a principal investigator of an NIH funded R01 examining the impact of Medicaid prescription policies on antipsychotic medication adherence and mental health expenditures using Medicaid data from all 50 states plus D.C. She is also leading a 4-year study funded by the American Heart Association evaluating the impact of prescription cost sharing and Medicare Part D on medication adherence and cholesterol and blood pressure control in the elderly. In a synergistic research area of medication appropriateness and quality of care, Dr. Doshi's studies have focused on the prevalence, causes, and outcomes of suboptimal medication use in chronic diseases and the clinical and economic impact of interventions for improving medication use and management. 

Dr. Doshi is also an expert on methodological issues in cost-effectiveness analysis and is co-author of a book on “Economic evaluation in clinical trials” (Oxford University Press), the first book dedicated entirely to this topic. She is currently a co-investigator and cost-effectiveness expert on 3 R01s evaluating medical or psychosocial interventions in randomized or quasi-experimental settings. She is now applying this methodological work to comparative clinical and cost effectiveness evaluations of prescription drug alternatives using real world data for Medicaid and Medicare beneficiaries. 

In addition to her research, Dr. Doshi regularly teaches on the topics of Medicare and Medicaid at the Wharton School. She also teaches methodology courses on (i) economic evaluations of medical and behavioral health interventions in randomized trials and (ii) statistical methods for dealing with confounding in outcomes research using observational datasets at scientific meetings of various national and international societies such as the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), Society for Medical Decision Making, AcademyHealth, and the American Heart Association Quality of Care and Outcomes Research forum.

Dr. Doshi currently serves as co-chair of the Health Technology Assessment (HTA) Good Research Practices for Reimbursement Decisions Working Group under the Evidence-Based Reimbursement Special Interest Group of the International Society for Pharmacoeconomics and Outcomes Research. She also serves on the leadership group of the ISPOR Quality Improvement in Health Economic Evaluations Taskforce and the Advisory Committee of the AcademyHealth Health Economics Interest Group. Her work appears in journals such as Archives of Internal Medicine, American Journal of Managed Care, American Journal of Psychiatry, Health Affairs, Health Care Financing Review, Health Services Research, and the Journal of the American Geriatrics Society.
