Penn Plastic Surgery Chief Resident’s Clinic

An integral part of the Penn Plastic Surgery training program, the Chief Resident’s Clinic has performed cosmetic surgery of the highest quality for over 25 years. We offer a wide variety of cosmetic procedures using the most up-to-date techniques. Although we specialize in aesthetic Penn Plastic Surgery Clinicsurgery, non-surgical treatments including fillers, laser resurfacing, and botulinum toxin injections are also available. Fees are substantially reduced for procedures and consultations.

Chief Residents perform all procedures under supervision of Penn Plastic Surgery Faculty.
Each resident has completed a minimum of five years of highly specialized training within the Division of Plastic Surgery and is in his or her final year of training prior to becoming a plastic surgeon.

Meet the Residents
Dr. River ElliottRiver Elliott, MD is currently a Chief Resident in the Plastic Surgery Residency Program at the University of Pennsylvania. His interests include general plastic surgery and hand surgery, with a focus on microsurgical reconstruction of the upper extremity. Upon graduation he will spend an additional year of training in a hand surgery fellowship. Dr. Joshua FosnotJoshua Fosnot, MD
is currently a Chief Resident in the Plastic Surgery Residency Program at the University of Pennsylvania.  Prior to his plastic surgery training, he completed a general surgery residency at the University of Pennsylvania and is certified by the American Board of Surgery.  He also completed a one year clinical research fellowship primarily studying outcomes of autologous breast reconstruction. He has a broad range of interests and is planning on an academic career in plastic surgery.  His practice interests include general reconstructive and cosmetic surgical procedures.

Dr. David CablingDavid Cabiling, MD is currently a Chief Resident in the Plastic Surgery Residency Program at
the University of Pennsylvania.  He completed his undergraduate studies in biophysics at Johns Hopkins University and his medical degree at the University of Pennsylvania.  Prior to starting residency he completed a two year research fellowship at the Children’s Hospital of Philadelphia investigating mechanisms of pediatric craniofacial and clefting disorders.  His professional interests include general plastic surgery, complex soft tissue reconstruction and microsurgery.  He intends to pursue additional fellowship training in microsurgery following the completion of residency.
