Rotators and Observers

Rotation Agreements

All graduate medical education training programs sponsored by UPHS must have the appropriate rotation agreements in place for UPHS residents rotating outside of UPHS to participating institutions and for trainees in other institutions’ programs rotating into UPHS.

Such “rotation agreements” must be negotiated through the UPHS Office of Graduate Medical Education and approved by the Associate Dean for GME/ UPHS Designated Institutional Officer (“Associate Dean for GME”). Such agreements with participating institutions must comply with ACGME common program requirements, the program specialty’s program requirements and must also meet UPHS contractual expectations. The expectation includes that UPHS-based residents rotating to a non-UPHS site will have their salary, benefits and professional liability insurance provided by the non-UPHS institution accepting the resident. Exceptions to this expectation may be made if the outside rotation is deemed critical to the UPHS training program. UPHS will determine on a case-by-case basis whether trainees rotating into UPHS from another United States based training program will have their salary, benefits and professional liability insurance provided by the sending institution or by UPHS. Consideration will be given to whether the trainees rotating from outside programs are deemed critical to patient care at UPHS or to UPHS the training program.

Rotators

Trainees rotating into UPHS for an elective from another United States-based training program will be expected to have their salary, benefits and professional liability insurance provided by the sending institution. The sending institution must be willing to sign the template agreement drafted by UPHS for incoming rotations. All requests for elective agreements must be submitted at least 120 days in advance of the proposed start date. If accepted, the incoming trainee (and/or their home institution) must provide the following items:
  • Curriculum Vitae (current & up-to-date)
  • BLS Certification
  • Pennsylvania Medical Training License
  • ECFMG (if applicable)
  • Proof of Professional Liability Insurance
  • Signed/Executed copy of the UPHS Rotation Agreement
  • Goals and Objectives of the Elective
Prospective trainees who are interested in doing an elective at UPHS and can meet the requirements outlined above should contact the appropriate Program Director for further information.

Any exceptions to these standards must be made by the Associate Dean for GME.

Observership

The availability of an observership is at the discretion of individual Clinical departments based on that department's availability of resources, and the existence of this policy creates no obligation on the part of any Clinical department to provide such an experience. Please contact the program you are interested in doing the observership.

Observerships may be granted on a case-by-case basis to the following individuals: graduates of non-ACGME accredited medical schools; individuals in good standing at a non-ACGME accredited training program; or individuals who are invited, based on the trainee’s past experiences, by a Clinical department.
